Funny you mention that... I helped create the operational level joint Doctrine late 90's / early 2000's, with all that silly boards and cells BS. Of course, it was for irregular warfare. The value / time cost ratio is likely nonlinearly worse versus peer today. One solution has to be to go back to our roots and move C2 back down the chain and to provide the appropriate assets at and below echelon.
Thanks Bill. I missed the crux of my comment, that we're at the point where too many people believe our own propaganda. Of interest, to me anyway.... I attended the 03 Dec AUSA conference on Land Based Fires. The older retired flags had a much better grasp of present day peer warfare than the younger, active duty, one and two stars. The last speaker was the present 101st ABD Commander... some of what he said was cringe... repeating our own propaganda. My overall take on the conference was pretty positive though... some of the commentary would never have been said out loud even a year ago.
They have lost the bead on what makes war real and have no conception of what the peer and near peer combat will be like. They have not stress tested comms or fires synchronization in the tactical or operational fight nor discovered what will happen to every TCP at every level once they exceed EMCON zero.

Information Operations became mainstream 20 years ago. And I was supposed to analyze and report on the effects, which were all simulated! Insanity.
