I continue a rather technical treatment of developing and using Concepts of Operations (CONOPS).
This episode examines the finer points of getting baselines and expectations right for small and large projects alike.
If you take these simple concepts for building a CONOPS to include how to do decomposition in Product Breakdown Structures (PBS) and Work Breakdown Structures (WBS) as described in MILSTD 881F and apply it wherever you happen to work at a small or large company, everybody will be in awe of the black magic you perform and it a. guaranteed Return on Investment (ROI) in how much money you will save downstream.

Nice comment THJ, I have experienced how DEI works against all components of well executed CONOPS, with discipline seeing a severe negative impact.
For whatever reason, my brain took me to a thought exercise on the benefits society would reap if the legislative and executive branches of government were required to do a CONOPS before any new regulation or law was thrust upon the unsuspecting public. A person can dream, right?
Any ship without urinals is doomed, it has been designed for political comfort instead of combat power.
Did the USS District of Columbia (SSBN-826), have eight missile tubes deleted all for the comfort of women and effeminate men?
I remember reading something about Spanish ships from 1898, having been designed for officer comfort, over combat power, giving American ships an advantage?
Can CONOPS work in this age of Diversity? It seems like it would have worked during the COLD war, with more discipline and sense of duty.
